OTOH Emacs-24 was released in 2012, so by 2022 the vast majority of
packages will depend on this version of Emacs, which came with
package.el, so we can expect that by then all those packages will be
distributed via ELPA.

That means packages could start using the "pane" terminology with
Emacs-24 already, assuming we provide a forward-compatibility package
(like I did for cl-lib) adding the "pane" aliases.

That might help speed up the transition a bit.
