Can we assume that all live multibyte Lisp_Strings always
contains valid characters, except for the cases when some
kind of encoding/decoding is in progress?

AFAIK strings cannot hold invalid chars ever. OTOH they may contain
invalid byte sequences, although this should hopefully never happen.
