OK, let me write this differently:

If (string (char-syntax ?:)) is equal to "_" then it is necessarily true
that (char-syntax ?:) is equal to ?\_.

Your test is comparable to checking if (list <foo>) is equal to '(2) rather
than checking if <foo> is equal to 2.
