include Org-mode test suite in Emacs repository?

Hi,

Org-mode currently includes a suite of 19 ERT tests in its repository
[1].  Should these tests be included in the upcoming commit of Org-mode
into the main Emacs repository?

The layout of the Org-mode repository is as follows:

| org/testing/org-test-ob-consts.el | constants used in tests              |
| org/testing/org-test.el           | helper functions for using tests     |

Of the above files and directories only the testing/examples and
testing/lisp directories as well as paired down versions of org-test.el
and org-test-ob-consts.el (which could be combined) are required for
running the tests.

There is a test directory in the base of the Emacs repository, although
none of the tests defined therein seem to use ERT.  Could the org-mode
tests be added as a sub-directory of the existing test directory?
