vc-dir has such a thing. Basically you do something like
(vc-call dir-status <somedir> <function>), and the function will
(later, asynchronously) be called with the list of files and
their status.
Try M-x find-library RET vc RET and then look for dir-status in the
comment/doc at the beginning of the file for the "full" story.
