Even for packages, e.g. `gnu-elpa` will suggest you install the `company` package when you call `company-mode` but it won't make a suggestion to enable `company-mode`. IOW, it tries to pretend that GNU ELPA packages are pre-installed, but not that they are pre-enabled. Stefan
