Actually, IIRC the ability to move into the prompt was introduced with
Emacs-21's new redisplay code.  Before that, the minibuffer prompt was
implemented by ad-hoc code in the redisplay (i.e. it did not actually
exist in the minibuffer's buffer).

But, admittedly, Emacs-21 is pretty far in the past.
