I don't think it's sufficient, because we've had that. See
feature/core-elpa-by-copy
and
feature/integrated-elpa
AFAICT the problem is that there are some tradeoffs to make, and some
consequences which won't please everyone, so it needs very clear and
explicit support from the head maintainers. Hell, I think this won't
happen until it's done *by* one of the head maintainers.
