The plan was for the Emacs code to have not just a list of GNU ELPA packages to bundle, but also the specific commit to use: on `master` this list would presumably be auto-updated every once in a while to point to the "latest and greatest" of those packages, and then on the release branch this would presumably be updated only manually.
