There is no technical reason, but my usual workflow let me commit for
doc/, lisp/ and test/ independently. The fourth commit is lisp/ChangeLog,
which I had overseen before.
These commits could be used independently. For example,
test/automated/tramp-tests.el could be backported to the emacs-24
branch, it works there as well. (I don't think this is necessary; the
changes reflect findings during my regression tests in preparation of
the Tramp 2.2.10 release.)
