There's some logic to it, but:

That's the main point.  Moving files just because it's marginally more
logical is just making history-digging harder for very little benefit.

[ The textmodes directory has many such "borderline" cases.
  E.g. tex-mode.el can just as well be considered a programming mode.  ]
