Being able to set values on a per-mode basis (which translates into adding stuff to a hook) is sorely lacking. Custom could already recognize minor modes based on the setter function (for instance) or by minor modification to define-minor-mode (one of the reasons why I find it important to use such macros for defining minor modes and major modes).
