This bug report will be sent to the Free Software Foundation,

usually do not have translators to read other languages for them.

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

$ emacs -q --no-site-file
C-x RET c utf-8 RET C-x C-f test-utf-8.txt RET

The first line contains escape sequences.  Is this intended behaviour?
I would have though that the proper unicode characters would have been
displayed, or at least an empty block would have if the fontset
doesn't have the character.
