Emacs 15: 1985 Emacs 16: 1986 Emacs 17: 1986 Emacs 18.1: earlier than 1986-11-23? Emacs 18.31: 1986-11-23 Emacs 18.59: 1992-10-30 Emacs 19.1: between 1992-10-30 and 1993-05-22? Emacs 19.7: 1993-05-22 Emacs 19.34b: 1996-08-21 Emacs 20.1: 1997-09-15 Emacs 21.1: 2001-10-20 3-4 year seem to be optimistic, rather than exaggerated, if looking at the last 15 years. Of course, I hope that CVS HEAD will be out soon, but I'll trust you when I see it. ;-)
