The euro symbol is shown as an empty rectangle. This is the output of
`describe-char':

        character: € (8364, #o20254, #x20ac)
preferred charset: unicode (Unicode (ISO10646))
       code point: 0x20AC
           syntax: _ which means: symbol
         category: c:Chinese h:Korean j:Japanese
      buffer code: #xE2 #x82 #xAC
file code: #x80 (encoded by coding system windows-1252-dos)
          display: no font available

Character code properties are not shown: customize what to show

There are text properties here:
  auto-composed t
  charset windows-1252

This was taken fron an emacs session launched with `emacs -Q'.

The bug turned out to be overeager optimization while listing fonts.
When looking for a font for the "symbol" script, only symbol fonts were
being considered by the Windows font code. The DejaVu fonts worked
because they contain a mapping of the Adobe Symbol characters to the
Windows symbol character set. Courier New still doesn't work, as it does
not claim to support any of the symbol subranges, but many other fonts
do. I imagine the same issue with fonts not claiming to support this
range is what is causing a different font to be used on Stefan's system.
