According to the emacs manual, if the variable hi-lock-file-patterns-policy
is set to t, Hi-Lock mode should automatically extract and highlight
patterns found in a file when it is visited. This does not work.

Starting with emacs -Q, I execute in the *scratch* buffer 

(setq hi-lock-file-patterns-policy t)

and open some file containing the two lines

;; -*- mode: hi-lock -*-
;; Hi-lock: (("mode" . 'hi-blue-b))

The pattern is not highlighted. If I execute instead,

(setq hi-lock-file-patterns-policy (lambda (pattern) t))

then it works as expected. The word "mode" is highlighted.
The bug also exists in emacs 22.

In GNU Emacs 23.1.1 (i486-pc-linux-gnu, GTK+ Version 2.18.2)
 of 2009-11-02 on raven, modified by Debian
