The defcustom `safe-local-eval-forms' contains
'((add-hook 'write-file-hooks 'time-stamp))
but the documentation suggests using
(add-hook 'before-save-hook 'time-stamp)
This patch adds the recommended form to `safe-local-eval-forms' as well:
