Bug reports are now archived in a bug database, temporarily at 
http://emacsbugs.donarmstrong.org/emacs/, but intended to be migrated to 
gnu.org.  The reporting address is still valid, but please use M-x 
report-emacs-bug so that relevant information about your build and 
environment is included.
