Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Open Emacs, display the scratch buffer, and place the cursor in the middle
of the second line, then hit the up arrow: the cursor is moved at the
beginning of the first line. Likewise, the down arrow moves the cursor
at the beginning of the third line, instead of moving it one line up
or down, but at the same column.

If Emacs crashed, and you have the Emacs process in the gdb debugger,
please include the output from the following gdb commands:
    `bt full' and `xbacktrace'.
If you would like to further debug the crash, please read the file
/usr/share/emacs/23.0.92/etc/DEBUG for instructions.
