The refill-mode in its current implementation is only of limited use.
The problem is that it does:
- not
- understand
- bullets
Those above lines are smashed to a single paragraph after M-x
refill-mode is turned on and text is edited inside it.

I think this may just be a matter of customizing paragraph-start. This
seems to work for me:
(setq paragraph-start
(concat paragraph-start "\\|[-]"))
Besides - (dash), other potential bullet characters are:
• \u2022 (bullet)
‣ \u2023 (triangular bullet)
* (asterisk)
. (period)
o (lowercase letter o)
according to http://en.wikipedia.org/wiki/Bullet_(typography)

Yup. It's up to the major mode to set up these things -- refill-mode by
itself can't do this. So I'm closing this bug report. If there are
major modes that don't do filling correctly, that should be reported as
separate bugs.
