This is a nice idea, but IIUC it must depend on you having a
`bugtracker_debbugs_url' setting in your bazaar.conf. It cannot be
correct for all Emacs developers since Bzr has no built-in support for
debbugs.gnu.org in its --fixes command. If it did have one for
"debbugs", I'm sure it would be for bugs.debian.org instead. So to me
this does not seem appropriate for everybody's dir-locals.el. Eg I
use "emacs" rather than "debbugs".
