Before removing the old font backend code:

        character:   (2097431, #o10000427, #x200117)
preferred charset: gb18030 (GB18030)
       code point: 0x8431C039
           syntax: w 	which means: word
         category: b:Arabic
      buffer code: #xF8 #x88 #x80 #x84 #x97
        file code: ESC #x28 #x33 #x38 (encoded by coding system
iso-2022-7bit-unix)
          display: no font available

On the current trunk, describe-char fails for that character because now

  (char-charset #x200117)  =>  eight-bit
  (encode-char #x200117 'eight-bit) => nil
