emacs 21 cursor

My default cursor is an empty box.  I have tried starting with 

emacs -q --no-site-file 

without effect.

I would like the previous behavior (filled box in active buffer and
empty for the inactive buffers).  I am using GNU Emacs 21.2 under X.

Sounds like a focus problem.  This is not unheard of.  (Though I
experienced a similar problem with xterm, not Emacs, running under
Ion.)

Does Emacs 21.3 work better?  Makes no sense to report a bug that has
been fixed already.

I am able to get focus, but the cursor does not update to the filled
box.  Is there a command to see all the details of the cursor?

I am using a binary distribution, so I can't update until the new
version is available, but I suppose it the bug has been fixed it will
appear in the release notes.
