Here's a real annoyer.
$ emacs --no-site-file -nw -q .
C-x < f q
Note how our scroll-left has been gratuitously unscrolled.
Same with
C-x < f C-x b RET
$ emacs --no-site-file -nw -q -eval '(setq automatic-hscrolling nil)' .
is no help.

You mean that once the buffer has been scrolled right or left, it
should stay that way? Hm. Perhaps it should?
