Emacs Lisp should follow Common Lisp wrt `apply'
behavior.  `apply' is pretty central to Lisp,
and Common Lisp is a better spec for what Lisp
is than Emacs Lisp is.  Lots of discussion has
gone into every Common Lisp design decision.
That doesn't mean its design is perfect, of
course.  But in the case of `apply' Emacs should
follow CL.

(Just one outlier opinion.)
