Why does the command backward-word-mark *not* recognized by M-x (nor
does it show up in the help system)? It must exist, because it works
with its key binding C-S-left. I get the sense I'm missing something
very basic here.

I just noticed in the manual that "Shift selection" is new to v. 23. I
can only guess that the command hasn't been "fully incorporated" into
Emacs (the help system, execute-extended-command, etc.) yet. Perhaps
someone could confirm?

What makes you think "it works with" C-S-left?

Well, the obvious answer is because when I press C-S-left, it marks
the word immediately preceding point. Are you trying to tell me
something, to get me to think deeper about this. If so, nothing is
coming to mind! So please be more explicit (and I don't mean that in a
sexual way ;-)

This behavior may come from any other command.  In Emacs-23, this
behavior is standard (controlled via shift-select-mode).
