It looks, eh, totally unusable for those that does not build Emacs themselves then. >From nt/INSTALL it looks like librsvg could have a lot of dependencies and that these are dependent on the options used to build the dll. Until there are some binaries available that are easy to install is it really worth the effort trying to use this in Emacs?
