In my .emacs I found the following:
(require 'ucs-tables)
(unify-8859-on-encoding-mode 1)
(unify-8859-on-decoding-mode 1)
Seems not to harm...
I'm not sure if the first line is needed in your context, it installs unicode as I understand it.
