[bug]Empty ltxpng dir

Dear Carsten,

Is it possible to make org NOT create empty ltxpng dir? For example
when export to html, an empty ltxpng dir will always be created even
though there is no LaTeX code.

I was curious about this and tested it.  For me the 'ltxpng' dir is
only created when i do a C-c C-x C-l on a math formula, not when i
export the file to HTML.  Weird.

Thanks for testing, Bastien.

My `org-export-with-LaTeX-fragments' is set to t. This causes the
differences.

But I still think an empty ltxpng should not be created.
