char-to-int in some files

char-to-int in some files

I found some files use char-to-int. But seems char-to-int is a
Xmacs-only funciton. Is it a problem?

Files found are:
lisp/allout.el
lisp/mail/feedmail.el

Now I understand they are Xemacs-compatibility codes.
