NEWS says:
VC Support for Meta-CVS has been removed for lack of maintainer able
to update it to the new VC.
But lisp-vc-mcvs.el is still sitting there. Should it not be moved to
obsolete, or throw an error on loading, or do something to indicate
that it doesn't work?
