In particular:
consider adding a comment to one of the several Debian bug reports
that exist about this issue, eg
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=685933
to encourage them to improve the way they handle this, which has been
confusing Emacs users on Debian for 7+ years now.
[IMO: if Debian want to rip out the manuals, they need to replace them
with stubs that say where to get the real manuals.]
