I don't think it is something that normally is part of Emacs 23. I think a fairly idiomatic way to do this in Emacs is to use 'add-to-list -- since 'load-path is just a list of strings, and 'add-to-list is nicer than pushing or setq-ing and consing or something because it checks to make sure it's not adding a duplicate before adding anything to the list. So something like -- (add-to-list 'load-path "~/.EMACS") -- might be work.
