OK

I made the code simple to cover my need:

(when (string-equal system-type "windows-nt")
 (progn
   (setenv "PATH" "C:/Program Files/Aspell/bin/")
   (setq exec-path '("C:/Program Files/Aspell/bin") )
 )
)
***************************************************

but on M-$ I get
