* Emacs 23.1 problem with "tex-bibtex-file" command.

I am using Emacs 23.1 recently on Ubuntu 9.10 and Kubuntu 9.10 and
found a problem when invoking bibtex command in LaTeX mode. Note that
I am actually using Emacs LaTeX mode, not AucTeX mode.

Normally with previous versions of Emacs, I could invoke bibtex
command on the current file by using C-c Tab. This is equivalent to
issuing command "tex-bibtex-file" on current file.  I can still use
that command to invoke bibtex; however, every time I do this, emacs
changed the current directory to the home directory thus not being
able to find the corresponding *.aux file.

Indeed, I can reproduce it here.  Please file it via M-x
report-emacs-bug so we can track its status.
In the mean time I recommend C-c C-c bib TAB RET
