Then I imagine people who transition to c-ts-mode, or start using it for the first time, might spend a little time looking for comment-related bindings, but in the end will learn to reach for it. As a result, sometime later we could get to a convention where 'C-c C-c' does something else, but consistent across modes. Also see the other reply regarding the users with transient-mark-mode=nil.
