Public bug reported:

When I start viper with M-x viper-mode, it applies only to the current
foreground buffer. (Surprisingly, when I open new buffers afterwards,
they start up in viper-mode too.)  It would be great if there was an M-x
global-viper-mode command which applied to all buffers.
