Because the less random noise in user-visible (or programmer-visible, for that matter) command names, the better. If rectangle mode is separated from CUA mode, then the `cua-' prefix becomes random noise. `Historical interest' is not sufficient reason to retain it; that sort of thing is better served by comments in the source file.
