I use the gnu emacs for windows. I copied the ispell.el into the lisp
directory and compile it to ispell.elc, but when I try to use the command
load-library to load it there is a error message said:no such file or
directory, ispell.
why?

You need to install the speller binary, ispell.exe. Find it (with
the dictionaries it needs) here:
ftp://ftp.gnu.org/gnu/windows/emacs/contrib/ispell.zip
