latest version of emacs?

Is latest version of emacs 21.2.x or 21.3.x? If 21.3 has been released,
where can I get it from?

I am currently using 21.2.1.

I forgot to mention that I am running emacs on windows. In the past I have
gone to the url below to update my emacs for windows. Emacs 21.3 is not
there. When will it be released for windows?

I think 21.3 has just been released.

You can get it from:
ftp://ftp.gnu.org/gnu/emacs/

However that is the source release, so you'll need to compile it.
