Try this:

#+name: read_datatable
#+header: :var datatable=datatable
#+begin_src R :results value :colnames yes

#+name: some_code
#+HEADER: :var datatable=read_datatable()
#+begin_src R :noweb yes :results graphics :file testplot.png
