Perhaps there is another font that covers (at least) the complete BMP that could be included in Emacs? About "showing tofu" vs "ugly font", I think that giving users a clear indication about the language is useful. Something with which they can see for example "it's chinese, so if I want to see this I need to install a font with chinese characters".
