Try running emacs then m-x eww then opening https://www.google.com/ and
you'll likely replicate my error.
The web page appears untitled and this happens on other secured sites
like:
https://doganddojo.com/
Fortunately the lynx browser is not disabled and was able to contact the
dog site and have the page show up fine.
Any idea what's going on?

It works for me. Anyways, it is difficult to know if we are replicating
you error when we don't know what error it is :-)

Certificate handling is an obvious candidate, but it is hard to say
without more information.

google has no problem displaying with lynx either, so maybe some
emacs-specific certificate settings need configuring.
