I've just tested a self-compiled real GNU Emacs, here is the result: emacs-22.3: ./configure --with-x-toolkit=gtk && make && src/emacs -Q -g 20x20+200+200 -> no problem emacs-23.1: ./configure --with-x-toolkit=gtk && make && src/emacs -Q -g 20x20+200+200 -> position ignored So openSUSE Factory is not responsible...
