Upgrade to 26.3, or else try

    (setq gnutls-algorithm-priority "NORMAL:-VERS-TLS1.3")

as a workaround.

It looks like this has been fixed in Emacs 26.3, so I'm closing this bug
report.  If the problem still exists, please respond to this email and
we'll reopen the bug report.
