Now I'm confused. What we see here is a *Messages* buffer, not a buffer
list (what I'd expect C-x b to give us). But there are some messages
in there hinting at errors during initialization.

Does your problem change if you invoke Emacs with -Q option?

That is:

  $ emacs -Q my-icur.tex
