bug#54497: 27.2; image-convert images are skipped with image-next-file and image-previous-file

With setting emacs to view external image format with image-convert,
I can view those format images with find-file command.
But they can not be viewed with 'n'(image-next-file) or
'p'(image-previous-file).
If there are tmp1.jpg and tmp2.webp and tmp3.jpg, and viewing tmp1.jpg,
typing 'n' makes emacs show tmp3.jpg.
