Apology for the delayed reply. =3B I discovered that emacs-23/= motif at work is fine (Redhat systems). =3B The basic problem looks lik= e clicking on the scroll bar acts like one is clicking in the text area too= . =3B Dragging the scrollbar is like dragging inside the text area.&nbs= p=3B Middle-clicking the bar acts like middle-click paste in the text area.=  =3B (Perhaps some sort of widget overlap error.) =3B Now I underst= and that the behavior I see is not related to active-region-highlighting / = transient-mark-mode at all. =3B (Note: the random people on the 'net co= mplaining about arh/tmm are probably unknowingly bitten by this bug.)
Working:
23.2.1 from scratch on kubuntu with toolkit motif=2C athena= =2C lucid=2C gtk+ 2.20.0.
22.3.1 from scratch on kubuntu with toolkit mo= tif=2C athena=2C lucid.
23.1.1 kubuntu package w/lucid
22.2.1 kubuntu= package w/motif

Not-working:

22.3.1 from scratch on kubuntu with toolkit gtk+ 2.= 20.0
22.2.1 kubuntu package w/gtk+ 2.20.0

>=3B >=3B How do I stop the followi= ng:
>=3B >=3B Every time the right scroll bar is used with the middl= e mouse
>=3B >=3B button=2C it pastes wherever the cursor happens to= be when the
>=3B >=3B mouse is finally released. To be clear=2C I = am not middle-clicking
>=3B >=3B in the editing area!
>=3B
= >=3B Sounds like a bug. `M-x report-emacs-bug RET'.
>=3B
>=3B= (I assume your Emacs is compiled with GTK+ support on X Window. Otherwise= =2C
>=3B `mouse-2' should do nothing on the scroll bar=2C AFAIK.)
&= gt=3B
>=3B >=3B Also=2C how do I permanently disable "Active Regio= n Highlighting"?
>=3B >=3B (Select=2C scroll=2C paste is impossible = when enabled.)
>=3B
>=3B That last part makes it sound like the = only reason you want to do this is
>=3B because of the bug mentioned a= bove.
>=3B
>=3B >=3B I disabled it=2C saved options=2C and res= tarted=2C but sometimes
>=3B >=3B new buffers re-enable ARH. I can = see '(transient-mark-mode)
>=3B >=3B nil in .emacs config file alrea= dy.
>=3B
>=3B Maybe the modes of those new buffers impose transi= ent-mark mode? Have you
>=3B checked the (local) value of variable `t= ransient-mark-mode' in those buffers
>=3B (use C-h v)?
>=3B
&= gt=3B If not=2C consider filing a separate bug for this. You should be abl= e to use the
>=3B Options menu to turn off t-m mode and then use it to= save your changes=2C and
>=3B those changes should be respected in ne= w Emacs sessions. When you file a bug=2C
>=3B give a step-by-step rec= ipe to reproduce it=2C starting from emacs -Q.
>=3B
>=3B (It's i= mportant to start from emacs -Q. Otherwise=2C there might well be
>= =3B something else from your .emacs or something it loads that is affecting= the
