My Emacs looks fine, but I do not have many fonts installed. In
relation to handling
When info manual is opened first time, the Info-quote looks about same
as the other fonts. But if other font like default is enlargerd or
zoomed, Info quote remains so small.
You may see it on the attached screenshot, where it says 'GNU Emacs
Lisp Reference Manual'

That's because the font used for fixed-pitch-serif is bitmapped, so it
doesn't scale. You need to install better fonts, as someone
suggested.
I don't think it's an Emacs problem.

This looks like fontconfig fallbacks to some xorg default bitmap font
(and it is also not configured to scale bitmap fonts). You may configure
fontconfig to recognize "Monospace Serif" family explicitly or you can
install any font family listed in `face-font-family-alternatives`. For
example, you can install 'gnu fonts' package and emacs will use FreeMono
family provided by the package as alternative to Monospace Serif.

I have installed package GNU fonts and it looks now better, there is
no zooming problem.
Yet I am not sure if it is Emacs problem or not.
