This might indeed be so, but there's no way of knowing whether it's true
without doing the footwork.

If this is accepted as the official policy of the Cygwin build, it should
be at least documented.
Anyway, that's only one aspect of the issue; there are others. For
example, case-insensitivity in file names is something I'd expect Cygwin
users to want Emacs to DTRT with.
